Is a credit check and background check all you need when renting out an apartment?

rectar asked:

I’m a first time landlord. Is a credit and background check all you need?

I thinking of asking for prior month’s paystubs as well to verify income.
Also I like to know if recent immigrants have credit history. If not, should I rent to them?
